Fixes related to the ZCONFIG4:11 function

Fixed an issue with truncation of long F20 frames transmitted via UART

Corrected generation of the data frame based on eventid = 11 after waking up from sleep mode on devices using a software RTC

Added value counting for the [pto_duration] and [pto_fuel_consumption] fields when the PTO source is set as one of the inputs using the ZVALUE2:21 command
